A letter from the Acting Health Officer again raises the issue of the town’s sanitation, especially with regard to the location.
“The Board cannot force the public authority [the Village Management Board] to carry out reforms in the town; we have no jurisdiction there, but we can press for reforms in the location by holding up housing loans until such reforms are inaugurated.”
